Youth Cultural Voucher applications have reached unprecedented levels in Catalonia, with over 58,000 young residents securing access to €400 in cultural spending.

According to data from the Ministry of Culture, 58,169 Catalans turning 18 this year have applied for the 2025 scheme, representing 64% of the eligible population in the region.
The programme’s popularity continues to grow significantly. Furthermore, Barcelona leads the regional uptake with 43,735 applications, followed by Tarragona (6,363), Girona (5,179) and Lleida (2,892). Nationally, the scheme has attracted 366,443 young participants – an 8% increase compared to last year’s edition.

Youth Cultural Voucher Distribution and Usage
Successful applicants receive a prepaid card, available in both physical and digital formats, which must be activated before use. Consequently, they then have one year to spend their allocation across more than 3,800 participating establishments throughout Spain.
The €400 allocation is strategically divided to support diverse cultural sectors. Specifically, €100 is designated for physical products like books and records, while €200 supports performing arts such as theatre and concert tickets. Additionally, €100 can be spent on digital cultural content.
This initiative arrives amid broader cultural developments in Barcelona, including recent announcements about the city’s cultural programming. The high application numbers suggest strong youth engagement with cultural activities across the region.
Meanwhile, the national statistics reveal that approximately two-thirds of eligible Spaniards born in 2007 have embraced the opportunity. This represents 68.5% of the estimated population for that age group, indicating the scheme’s widespread appeal.
The Youth Cultural Voucher programme now enters its fourth edition, having established itself as a key cultural access initiative for young adults. Therefore, its continued growth demonstrates the importance of affordable cultural participation for the newest generation of consumers.
