AMB housing model initiatives are delivering thousands of affordable homes across Barcelona’s metropolitan area.

According to a new report, the Metropolitan Area of Barcelona has promoted nearly 5,000 public homes since 2019.

Furthermore, the administration plans to add 6,000 more social homes in coming years. This ambitious programme represents a significant response to the region’s housing crisis.

How the AMB Housing Model Transforms Urban Living

The AMB housing model emerged following the 2008 financial crisis and property bubble collapse. Consequently, it represents a fundamental shift in public housing strategy. The administration now focuses on long-term solutions, promoting homes designed to last over 150 years. Sustainability forms a core principle, encompassing environmental, social, and economic dimensions. This comprehensive approach marks a departure from previous public housing initiatives.

Beyond construction numbers, the model introduces continuous innovation. A key example is the Sustainability Protocol, which mandates extremely low energy demand in new homes. Designers achieve this through active and passive systems that optimise building responses to climate. Additionally, central courtyards provide natural light and ventilation, contributing to energy efficiency strategies. These features help stabilise interior temperatures and minimise heating use.

The administration has also embraced new construction materials. Through its land promotion institute, IMPSOL, it has normalised building with wood, compacted earth blocks, and other decarbonised systems. This phase has achieved a drastic reduction in carbon footprint—down to 600 kgCO2/m², well below the 1,100 kgCO2/m² standard. Moreover, the AMB housing model prioritises flexible, non-hierarchical spaces that allow multiple uses. Gender perspective plays a significant role in design, with kitchens often placed at the heart of homes.

Addressing Barcelona’s Critical Housing Shortage

The AMB housing model addresses a critical shortage in the metropolitan region. Currently, only 1.8% of homes in the area are affordable rentals. This figure falls far short of the 15% recommended by housing rights legislation. The situation has created severe difficulties for many families seeking decent accommodation. Therefore, expanding affordable social housing remains a primary future objective for the administration.

Metropolis Barcelona Housing (HMB), the metropolitan affordable rental operator, represents another pioneering initiative. This public-private partnership aims to create 4,500 affordable rental homes with a €600 million investment. Since its creation, HMB has been promoting 1,964 social homes. Additionally, both HMB and IMPSOL will participate in the public land reserve of the 50,000 Plan. This Generalitat-led project has an annual investment of €1.1 billion and aims to build 50,000 new public homes by 2030.

Rehabilitation forms another crucial pillar of the strategy. The Metropolitan Housing Consortium manages the transformation of existing buildings. Thanks to €98.89 million from Next Generation EU funds, numerous rehabilitation projects have launched across the metropolitan area. Rehabilitation is not only more sustainable but also holds enormous transformative potential for urban fabric.

The comprehensive AMB housing model extends beyond construction to impact basic services. Its policies influence public transport, mobility, water cycle management, and urban waste treatment. The ultimate goal remains improving quality of life for all metropolitan residents. As housing costs continue to outpace wages, this public administration strategy becomes increasingly vital for Barcelona’s future.
