Next Generation EU funds transforming Barcelona
Barcelona received €211.7 million in direct funding for 143 transformation projects across the city. Additionally, the Barcelona Housing Consortium obtained €111.5 million specifically for urban regeneration and building rehabilitation initiatives. Municipal manager Laia Claverol emphasised that these resources have substantially expanded the council’s investment capacity.

Furthermore, Claverol expressed satisfaction with both the arrival of resources and the council’s execution capabilities. ‘We are pleased that the resources have arrived and that the City Council has been capable, with this very good level of execution, of ensuring we complete all these city projects by June,’ she highlighted. The Next Generation EU recovery plan represents Europe’s comprehensive response to post-pandemic economic challenges.
Consequently, Barcelona’s efficient implementation sets a positive precedent for other European cities managing similar funding streams. The city’s approach to urban transformation projects demonstrates how strategic planning can maximise the impact of European recovery funds. Therefore, the successful execution rate positions Barcelona as a model for effective fund management.
