Barcelona airport pirate taxis are facing intensified police action after authorities reported uncovering more than two illegal operators daily.
According to recent enforcement data, Mossos d’Esquadra have issued 738 fines for unfair competition and illegal transport services during 310 checks conducted this year at El Prat airport.
The crackdown comes as Catalonia’s passenger transport sector undergoes significant transformation.

Traditional taxi services now compete with multiple digital platforms and growing VTC (vehicle for hire) operations. Consequently, police have observed increasing numbers of unauthorized vehicles targeting tourists and arrivals.

Police authorities revealed they’re averaging 2.3 sanctions daily against illegal operators. Furthermore, they’ve identified vehicles operating without proper authorization and VTC services illegally soliciting passengers on streets around terminal areas.
Meanwhile, transport officials are developing a new comprehensive law covering all passenger vehicles up to nine seats. The legislation aims to balance supply, demand and sustainability while improving urban mobility efficiency.
Additionally, police coordination has become a priority. Last week, Mossos d’Esquadra hosted a technical session with local police forces to unify operational criteria and strengthen joint enforcement efforts. The meeting highlighted the need for consistent action across all territories, not just high-traffic areas like the airport.
Daniel Limones, Director General of Local Police Coordination, emphasized the importance of providing a unified response to the challenges facing local police in their daily operations. Therefore, enhanced cooperation between different police forces is expected to establish more effective traffic controls throughout the metropolitan area.
The current regulatory landscape includes approximately 15,000 taxi licenses in Catalonia, with 10,517 operating in the Barcelona Metropolitan Area. Parallel to this, there are 3,981 interurban VTC authorizations, about a thousand of which also hold urban licenses.
Police authorities stress that understanding which regulatory regime applies in each case remains crucial for effective enforcement. As transport options continue to diversify, maintaining fair competition and passenger safety becomes increasingly important for Barcelona’s mobility ecosystem.
