Barcelona shirtless ban enforcement will finally be possible from February 2026, after city councillors approved a crucial update to the public behaviour ordinance. The new text explicitly prohibits “walking or remaining in public spaces without a t-shirt, shirt.Other garment covering the torso, unless practising some physical or sporting activity.” This replaces the previous, vague prohibition against being “almost naked,” which the court deemed excessively unclear.

Barcelona Shirtless Ban: A Long Legal Saga
The original civility ordinance took effect in 2006 with no clothing restrictions. A 2011 modification added bans on nudism and “torsonudism,” with fines ranging from €120 to €500.
But that changed in April 2015. The Supreme Court upheld an appeal by naturist groups and struck down the ban. However, the court ruled the phrase “almost naked” was too indeterminate.
However, the political field shifted a month later when Ada Colau became mayor. The issue stalled until now. The recent council vote saw support from PSC, Junts, and Esquerra, with the PP abstaining.
Fines have also been adjusted. Full nudity will incur a penalty of €300 to €500. However, other violations, like being shirtless or in swimwear outside designated areas, will result in fines of €120 to €300.
The exemption for physical activity remains. But the ordinance notes that Urban Guard officers “aren’t stupid” and will recognise if someone suddenly starts jogging to avoid a fine.
