Barcelona property tax reforms could soon provide relief for primary homeowners while increasing charges for multiple property owners.

Mayor Jaume Collboni’s administration has reached an agreement with BComú to introduce progressive IBI rates that would benefit 85% of the city’s homeowners who possess just one residential property.

Progressive Property Tax System Details

The proposed changes would require modifications to national legislation governing local taxation. Consequently, Barcelona City Council will formally request that the Spanish government amend the Local Finance Law to enable implementation. This progressive system would see IBI rates decrease for primary residences while increasing for additional properties and commercial premises.

Furthermore, the initiative specifically targets properties not used for residential purposes. According to recent housing policy discussions, this measure aims to combat property speculation by making it less profitable to hold multiple empty properties. The proposal received approval in the City Council’s Economy and Finance Committee with support from PSC, BComú and ERC.

Additionally, the reform would increase IBI rates for hospitality and leisure businesses from the current 1.17% to the maximum allowable 1.30%. However, protected rental properties with regulated rents would be exempt from these increases to prevent landlords from passing costs to tenants.

The council now has six months to formally request the necessary legislative changes from national authorities. Therefore, if approved, the progressive property tax system could represent one of the most significant fiscal reforms in Barcelona’s recent history, potentially reshaping the city’s housing market dynamics.
