Barcelona City Council has finalised the concessions for the city’s 11 beach bars-known locally as chiringuitos-for the 2026-2029 period. The tender process has concluded with record-breaking financial offers, defying the municipality’s attempts to curb bidding wars. The most lucrative spot, located on Sant Miquel beach, has been awarded for a fee exceeding one million euros per season. This figure represents a staggering increase, highlighting the immense commercial value placed on Barcelona’s coastline despite stricter operating criteria.

The Million-Euro Beach Bar

The standout result of the tender is the concession on Sant Miquel beach, awarded to the operator Mamma Mia del Poblenou SL. The winning bid stands at €1,018,345 per season, marking a 211% increase over the minimum base fee set by the council. This specific lot includes the rights to manage sunbeds and parasols, significantly boosting its potential revenue.

Operators on other beaches also submitted aggressive bids. On Sant Sebastià beach, the winning operator will pay €550,027 annually-more than double the previous concession fee and a 754% increase on the starting price. Interestingly, the highest bidder for another spot on the same stretch offered nearly €1 million but ultimately lost to a competitor with a lower financial offer of roughly €740,000, likely due to scoring lower on technical or quality requirements.

Quality vs. Revenue in Barcelona Beach Bar Concessions 2026

The skyrocketing fees come despite the City Council’s explicit efforts to prioritise service quality over profit. In an attempt to prevent the tender from becoming a simple auction, the administration weighted the economic proposal at only 15% of the total score, with the remaining 85% based on quality criteria.

However, nearly all successful bids exceeded the fees paid in 2022. Meanwhile, the Parks and Gardens department reportedly questioned several top bidders, describing their offers as potential “reckless increases” and requiring them to provide documentation proving their business plans were viable and realistic.

The New Operators

The tender attracted 67 offers from 21 different bidders. Following the evaluation, a few key players have secured a significant presence on the sand:

  • Mamma Mia del Poblenou SL secured three locations, including the high-value Sant Miquel spot.
  • Anish Rme SL, Leoni 2008 SL, and Sweet Tradicion SL were each awarded two beach bars.
  • Yes We Pizza SL and Random Victoria SL each won a single concession.

In addition to the bars, contracts for managing sunbeds and parasols (without bar service) in Barceloneta and Somorrostro were awarded to Cantina Band SL and UTE Barcelona Conviction. These lots command fees of nearly €135,000 per year, despite strict rules prohibiting luxury elements like Balinese beds.

The process has not been without controversy. Seven candidates were excluded from the final evaluation due to a technical error regarding the plans for disabled toilets. Reports indicate that a manufacturing company provided these bidders with incorrect measurements for the facilities. Rather than receiving a zero score in that specific category, the council disqualified the bids entirely.

One affected operator, El Chiringuito Group, which has held concessions for 25 years, has announced plans to appeal the decision administratively and is prepared to take the matter to court if necessary.

New Rules for 2026

The new concession period introduces several operational changes. Successful bidders had to demonstrate environmental accreditations and commit to social hiring practices, such as employing staff who were previously unemployed or have disabilities. Furthermore, operators must adhere to a new pricing structure, which includes a 10% reduction in the maximum price cap for drinks set by the council.
