Enric Granados terrace hours are at the heart of a dispute between Barcelona City Council and the Restaurant Guild, the Restaurant Guild issued a statement this Tuesday.

It declared that establishments on Enric Granados no longer need to dismantle their terraces an hour earlier than the rest of the city. This is because the Contentious-Administrative Court number 14’s ruling, which annulled the 2022 restrictions on these businesses, is now final. The City Council didn’t present an appeal within the allotted time, and the Guild celebrates the return to normality.

However, the City Council offered a completely opposite interpretation. Sources within the local authority stressed that while the summer ruling recognises the Guild’s right to present arguments against the 2022 decree restricting hours on Enric Granados, the ruling doesn’t actually question the decree itself. However, according to La Vanguardia, the council maintains that the decree is still in effect.
Guild’s Rebuttal and Potential Actions
The Guild quickly responded, asserting that several experts believe the ruling obliges the City Council to re-process the matter, starting from when it rejected the Guild’s direct participation. Therefore, the restriction has indeed lapsed. This situation is escalating behind the scenes, and most Enric Granados restaurant owners have already met.
This stance has reportedly displeased Mayor Collboni’s government. The City Council will continue its inspections. If any violations are detected, the Council will act according to standard procedures. In response, Guild sources stated they would notify the court of any attempt by the City Council to disobey its ruling. However, the Council will maintain its labour inspections in the area.
Precedent and Future Implications
In recent years, terraces in areas like Gràcia, Raval.Poble Sec have regained their usual hours after judicial rulings overturned restrictions imposed by previous administrations. These include popular spots such as Plaça del Sol, Plaça George Orwell, and Carrers Blai, Blesa, Ferlandina, and Joaquín Costa. Cases relating to the Triángulo Golfo and Plaças de la Virreina and Revolució are awaiting rulings. However, restrictions in Plaça d’Osca, Plaça del Diamant, Plaça de la Vila de Gràcia and Jardins de la Mediterrània remain in place.
