Barcelona council faces a significant transformation, with nearly a quarter of its elected members having left office since the 2023 municipal elections.
According to a report by Tot Barcelona, ten of the 41 councillors elected just over two years ago have resigned for various reasons.

Barcelona Council Faces Major Turnover
The departures include prominent political figures. Consequently, two former mayors, Xavier Trias and Ada Colau, have stepped down, alongside Ernest Maragall, who led the ERC list. The most recent departure is Janet Sanz, a key figure in Barcelona en Comú who served for 14 years. Sanz announced her departure from frontline politics in September, citing a need to “close wounds” and dedicate her time differently.
Furthermore, the list of those who have left extends across the political spectrum. Jordi Martí Grau (Barcelona en Comú), Rosa Alarcón (PSC), and Ester Capella (ERC) have also departed. More recently, Ramon Tremosa (Junts) and Ángeles Esteller and Juan Milián, both of the PP, have changed roles. This exodus represents a profound change in the city’s governing body.
The reasons for leaving are diverse, ranging from medical issues and moves to other political offices to strategic withdrawals. For instance, Rosa Alarcón resigned just four months after the elections due to a rare medical condition. Meanwhile, others like Ernest Maragall and Ester Capella departed to take on roles within the Catalan government or, in Capella’s case, before even taking office.
Political Repercussions and Succession
This high turnover rate has triggered a wave of political musical chairs. Each resignation has been followed by the appointment of a successor from the respective party’s electoral list. Therefore, new faces like Carme Lleó (replacing Trias), Rosa Suriñach (replacing Maragall), and Tània Corrons (replacing Sanz) now sit in the council chamber. The process highlights the fluid nature of local representation.
The changes have significant implications for party dynamics and future elections. Within Junts, a process is underway to select a candidate for the 2027 mayoral race. Similarly, ERC is positioning Elisenda Alamany as its likely contender. The impact on Mayor Jaume Collboni’s government has been more contained, with only one departure from his PSC group. However, the opposition benches have seen the most dramatic reshuffling.
