The Barcelona crime rate 2025 fell by 6.1% compared to the previous year. Authorities attribute this decrease to a coordinated police offensive targeting repeat offenders. The data, presented at the Barcelona Local Security Board on Friday, shows the city outperforming the regional Catalan average, where crime dropped by 4.1%.
Mayor Jaume Collboni, chairing the board alongside Catalan Interior Minister Núria Parlon, credited the improvement to increased police presence and the so-called “Plan Kanpai”. This strategy pressures individuals who make a living from petty crime.

The ‘Kanpai’ Effect on Recidivism and the Barcelona Crime Rate
Launched in March of the previous year, Plan Kanpai involves collaboration between the Mossos d’Esquadra, the Barcelona Guàrdia Urbana, the National Police, and Port Police. The operation focuses on multireincidencia-habitual reoffending-which has long been a primary concern for residents and tourists alike.

Since its inception, the plan has led to 251 arrests and 118 individuals being placed under investigation. According to Mayor Collboni, crimes specifically linked to repeat offenders have dropped by 8.6%.
“Criminals must know that we are going to make it more difficult for them,” Collboni stated. He highlighted the importance of legislative changes and faster judicial processing in tackling the issue.
The scale of the problem is illustrated by police files: 532 repeat offenders were identified in the city over the last year. Of these, 470 were classified as “very active”, accumulating a staggering 4,001 arrests and being implicated in 9,726 separate offences. The top five most persistent offenders in Barcelona accounted for 197 arrests in 2025 alone; four are currently in prison.
Thefts Down, Drug Operations Up in Barcelona Crime Statistics
Theft and robbery remain the most common offences, constituting 85.6% of all crime in the city. However, the data shows a positive trend in this area: general thefts fell by 7.6%, break-ins by 19.8%, and vehicle theft by 6.7%.
The typical profile of a robbery in Barcelona remains consistent: a single, unarmed thief targets a victim in a public space (usually the street or public transport) to snatch a mobile phone or wallet, generally without causing physical injury.
Conversely, drug trafficking offences surged by 26.8%. Authorities argue this statistic reflects increased police success rather than a deterioration in security. In 2025, agents resolved 110 investigations, deactivated 165 points of sale, and recovered 57 “narcopisos” (drug flats), primarily in the Ciutat Vella district. Minister Parlon noted that intensified investigations naturally lead to higher crime figures in this specific category.
Sexual Violence and Reporting Trends in Barcelona
Sexual offences in the city rose by 4% from 2024 to 2025. Police officials suggest this increase is partly driven by a rise in reporting, fuelled by greater trust in the system and recent legislative changes empowering victims. Arrests in this category increased by 15.8%.
Notably, sexual assaults within relationships rose by 14.7%, while cases classified as domestic violence fell. Police emphasised that specialised units and night-time patrols in leisure areas are helping to uncover previously “hidden” figures regarding these crimes.
Future Security Investments to Sustain the Barcelona Crime Rate Drop
Looking ahead, the city council plans to reinforce security infrastructure. The first of 500 new surveillance cameras planned for 2025 have already been installed in key areas such as Plaça de Catalunya and the Gothic Quarter, with another 500 scheduled for the following year.
Additionally, the foundation stone for a new emergency coordination centre in Poble Sec is due to be laid in the first quarter of next year. This aims to further streamline cooperation between Barcelona’s various security forces.
