Despite procedural complexities, the Restaurant Guild describes the new instruction as an “indisputable advance” achieved through persistent lobbying. A guild spokesperson stated, “It has been necessary to overcome many resistances, but it has been worth it.”
Meanwhile, the transition away from gas heaters remains challenging. Municipal data shows inspectors carried out 634 terrace checks between January and April 2025. They found 47 establishments still using banned gas heaters, triggering sanction procedures in all cases. Most infractions occurred in Eixample (22) and Ciutat Vella (17) districts. This enforcement action reflects increased regulatory compliance scrutiny across the region.
