Barcelona emergency shelters have opened to protect the city’s homeless population from severe winds. The City Council and local social organisations activated emergency accommodation protocols. This response addresses the significant risk posed by gale-force winds to those without shelter.
Consequently, the council opened a dedicated space in the Pavilion of Italy at Montjuïc. This facility provides overnight accommodation for rough sleepers exposed to the elements. According to municipal figures, 48 people used the Montjuïc facility on Wednesday night.

Barcelona emergency shelters: charities extend opening hours
In addition to the council’s measures, key charitable entities have extended their operational hours. Therefore, they now offer refuge throughout the day.
The Arrels Foundation opened its workshop on Carrer Ample to individuals it supports. These individuals usually spend the night in its ‘Pis Zero’ facility. Meanwhile, the foundation deployed street teams to assist at the day centre on Carrer de la Riereta. This centre remained open continuously from 09:00 to 20:00. It received 83 people during the morning session alone.
Similarly, the Santa Anna Parish kept its doors open until 20:00. This parish provides daily meals to the homeless, ensuring people had a safe place to stay.

This emergency response highlights the scale of homelessness in the Catalan capital. The most recent count by the Arrels Foundation in December estimated nearly 2,000 people sleep rough in Barcelona.
