Under the new proposal, total public aid for buying a flat in Barcelona will rise to €80,000. Therefore, this initiative directly addresses the disconnect between regional funding caps and the reality of the city’s expensive real estate market.

Barcelona Home Purchase Aid: Bridging the Funding Gap
The initiative builds upon the ‘public emancipation fund’ approved by the Catalan government in mid-2025. The regional scheme currently offers 0% interest loans covering 20% of a property’s value, capped at €50,000. However, market data suggests this ceiling is often insufficient for Barcelona.
According to the property portal Idealista, there are approximately 12,000 flats for sale in the city, but only 25% are listed below €300,000. Consequently, to make the regional measure effective locally, the City Council intends to provide an extraordinary supplement of €30,000. This brings the total potential Barcelona home purchase aid to €80,000 per applicant.
The ERC municipal group is scheduled to present the proposition at the plenary session this Friday. Meanwhile, the voting intentions of other groups—specifically Junts and Comuns—remain unclear. Nevertheless, the measure is expected to move forward as part of the budget agreement between the PSC government and ERC.
Strict Conditions for Barcelona Home Purchase Aid Applicants
Accessing the Barcelona home purchase aid will require applicants to meet a stringent set of criteria. These conditions are designed to ensure the funds support those in genuine need of a primary home rather than investors.
Current requirements include:
- Age: Applicants must generally be between 18 and 35 years old (though ERC is exploring options to remove this age limit for the Barcelona specific portion).
- First purchase: It must be the applicant’s first home purchase.
- Financial health: No outstanding debts or defaults with public or private financial entities.
- Residency: The flat must become the habitual residence of the applicant.
- Anti-speculation: The property will be reclassified as officially protected housing (VPO) with limited pricing, preventing future speculative sales.
A City of Two Halves: The Social Need for Aid
The policy is driven by a desire to level the playing field in a city where property ownership is becoming increasingly exclusive. Supporting this perspective, a recent analysis of Barcelona’s housing market ownership patterns highlights the difficulties new buyers face. In addition, Elisenda Alamany, president of the ERC municipal group, warned that the current market is creating a deep social divide.

This subsidy program complements the Barcelona City Council’s recent €49 million investment in public housing, part of a wider effort to tackle the affordability problem. Finally, the 2026 municipal budget has allocated €240 million specifically to address the housing crisis.
