During Thursday’s European Council meeting, housing affordability was discussed at the highest level for the first time. Consequently, the council agreed to demand an “ambitious and comprehensive plan for affordable housing” from the European Commission.

Mayor Collboni argues that guaranteeing citizens’ right to remain in their neighbourhoods requires substantial European budget resources. “Ensuring the right to stay,” he explained, “means community budget resources so cities can build and purchase housing for young people, working families and urban middle classes.”
The statistics from the European Parliament confirm the urgency. Since 2015, housing prices have risen by an average of 53% across Europe, while rents have increased by 27.8%. Furthermore, Spanish Prime Minister Pedro Sánchez called for a European housing construction fund to supplement local government efforts.
Barcelona’s measures including ending tourist licences by 2028 and capping rental prices represent local attempts to ease the situation. However, these alone cannot address the price escalation and overwhelming demand that outstrips supply.
