The Barcelona Ombudsman Election Process Explained
The official regulations dictate a structured approach. Once the mayoral decree is published, a two-month consultation period begins. During this time, registered entities can propose suitable candidates. Candidacies may also come via citizen initiative.
Following consultation, the Mayor—after discussing options with municipal groups—will propose a candidate to the Plenary Council. The nominee requires a supermajority vote for appointment: support from two-thirds of the Plenary, equating to 27 of the 41 councillors.
Citizen Participation and Recent Precedent
The regulations define a representative selection process. However, recent years introduced direct citizen participation. In 2016, former Mayor Ada Colau introduced a non-binding digital voting phase. This mechanism was repeated in 2021.
In the last election, Bondia secured the highest popular support with over 1,400 votes. However, participation declined compared to 2016. It remains unclear if the current administration will maintain this participatory phase, as it is not strictly codified. Ultimately, the final decision rests solely with the Plenary.

The Sindicatura de Greuges de Barcelona plays a critical role in the city’s democratic infrastructure. It defends the fundamental rights and public freedoms of citizens. Additionally, it supervises the local administration. Since 2014, the body has been enshrined in the Municipal Charter of Barcelona. This grants it a status similar to a local constitution—a distinction shared in Spain only by Madrid.
Historically, prominent figures like Pilar Malla (2005–2010) and Maria Assumpció Vilà (2010–2021) have held the position. This highlights the institution’s long-standing commitment to civic advocacy.
