Barcelona ring road lay-bys are now being constructed to tackle the city’s notorious traffic congestion.

The Barcelona City Council and the Metropolitan Area of Barcelona (AMB) have initiated a surgical intervention on the chronically saturated Ronda Litoral (B-10) and Ronda de Dalt (B-20).

Their goal is to mitigate the severe gridlock caused by daily accidents and breakdowns, which currently lack auxiliary spaces for vehicle removal.

The first new lay-by on the Ronda Litoral is already operational near exit 23 towards Besòs. Completed on June 26th, this €110,000 project provides a safe space to clear incidents without blocking traffic lanes. Authorities selected the location, near a McDonald’s at kilometre point 8+500, in consultation with the local police for its easy access and space.

Meanwhile, a second, larger lay-by on the Ronda de Dalt is in the planning phase. Consequently, the tender for these works is scheduled for February 2026. This €249,000 project will be situated near exit 4 towards Llobregat, close to the Tanatorio de la Ronda de Dalt at kilometre point 12+866.

Furthermore, this location was chosen specifically as it represents the point of highest Average Daily Traffic Intensity (IMD) on the ring roads. Construction is expected to take about ten weeks during the second half of 2026. The AMB emphasised that accessibility for emergency services was a key factor in the site selection process.

These measures address a fundamental infrastructure flaw. Both ring roads feature narrow layouts between neighbourhoods, often without hard shoulders. Therefore, even minor incidents can trigger hours-long tailbacks. The new lay-bys aim to provide the crucial space needed for rapid incident management, a strategy reflecting broader transport infrastructure investments in the city’s recent budget.

This initiative follows a pattern of local authorities seeking targeted solutions to persistent urban problems. Similarly, other municipalities are taking action on related issues, such as the recent property tax freeze announced in Gavà to address cost-of-living pressures.
