Barcelona’s municipal police force is receiving specialised training to combat illegal Vehicle for Hire (VTC) operations throughout the city. The announcement follows negotiations between Élite Taxi representatives and senior government officials, resulting in the cancellation of planned protests. According to spokesperson Tito Álvarez, comprehensive officer training will be completed within six weeks. This development concludes twelve years of industry complaints regarding unlicensed ride services.
Operational Implementation
Police training commences immediately across Catalonia’s major urban centres including Girona, Tarragona and Mataró. Officers will conduct individual operations alongside coordinated enforcement campaigns targeting VTC services operating without proper licensing. The Barcelona Council has provided full institutional support for this initiative.

Authorities will gain direct access to VTC service records enabling rapid vehicle verification during traffic stops. Álvarez described the agreement as historic for licensed taxi drivers. He alleged systematic licence plate duplication enabling multiple vehicle operations violates current regulations.
Industry Impact
The crackdown particularly affects municipalities beyond Barcelona’s metropolitan area. Álvarez illustrated how twenty licensed taxis competing against ten illegal VTCs creates unsustainable market conditions. He characterised the impact as commercially devastating for legitimate operators. Enhanced enforcement operations will extend to Barcelona airport facilities.
Authorities will additionally target fraudulent taxis using official yellow-and-black colour schemes. These vehicles reportedly exploit tourists and undermine licensed drivers. The coordinated effort involves collaboration with Tax Agency and Labour Inspection units. This multi-agency approach aims to protect Catalonia’s entire transport sector.
Operational protocols now permit immediate police intervention against illegal VTC activity without requiring special permits. Standardised training ensures consistent enforcement procedures across different police jurisdictions. This guarantees uniform application from urban centres to coastal communities.
