Barcelona disability employment initiatives are receiving a significant boost through an €8.2 million municipal plan running until 2027.

The ambitious programme aims to transform workplace opportunities for people with disabilities through 54 specific actions designed to address systemic barriers and employment gaps.

Comprehensive Barcelona Disability Employment Strategy Takes Shape

The Barcelona City Council initiative, developed through Barcelona Activa and the Municipal Institute for People with Disabilities, targets approximately 4,000 beneficiaries. Furthermore, the strategy addresses critical challenges including improved accessibility to municipal employment services and enhanced professional training opportunities. Current statistics reveal significant employment disparities for people with disabilities in Barcelona. Consequently, they represent 3.1% of the active population but only 2.8% of the employed population. The activity rate stands at just 37.1% – less than half that of the general population. Moreover, the employment rate of 30.5% is 2.5 times lower than for other citizens.

Additionally, salary gaps present another concerning indicator, showing a 25.1% pay disparity between disabled workers and their colleagues. These employment challenges exist despite broader economic growth in the region, as highlighted by recent reports about Catalonia’s employment paradox of record jobs alongside persistent unemployment.

The new Barcelona disability employment programme establishes seven key objectives for the next two years. These include ensuring equal opportunities and non-discrimination, providing personalised attention, and improving educational levels and professional qualifications. The plan also focuses on developing channels with ordinary businesses and strengthening partnerships with organisations serving people with disabilities.

Specific initiatives within the comprehensive strategy include creating Barcelona Activa+, a universal accessibility protocol for employment services. The programme will also implement XTalento Digital, driven by the Once Foundation/Inserta for specialised training. Other components involve employment through Comprehensive Hiring Projects and subsidies for labour inclusion projects in the ordinary market.

The Barcelona City Council aims to significantly increase disability employment rates through this coordinated approach. Therefore, the plan represents a crucial step toward addressing the underrepresentation of people with disabilities in Barcelona’s workforce and creating more inclusive economic opportunities throughout the city.
