Barcelona’s Centre d’Urgències y Emergències Socials de Barcelona (Cuesb) has significantly expanded its reach, now providing vital social support to 26 municipalities across the metropolitan area. This expansion marks a decade of inter-municipal cooperation, leading to a substantial increase in residents served.

The Cuesb, operated by the Institut Municipal de Serveis Socials (IMSS) of Barcelona City Council, saw its caseload surge from 454 people in 2016 to 1,990 in 2025. This growth follows a decade-old agreement sealed between the Àrea Metropolitana de Barcelona (AMB) and the IMSS.

Ester Pujol, Director of Social and Economic Development at the AMB, praised the initiative. She stated, “The Cuesb exemplifies how metropolitan cooperation optimises public resources and guarantees high-quality services that many municipalities could not individually provide.”

The centre acts as a crucial first response for urgent social situations, such as evictions, and emergencies like apartment fires requiring alternative housing. Data released by the AMB on Wednesday highlighted the increasing demand for these services.

Support for social urgencies experienced the most significant rise, assisting 1,710 people in 2025, up from 218 in 2016. Meanwhile, assistance for emergencies grew from 236 people to 280 over the same period, with the number of emergency cases increasing from 23 to 41.

Expanding Critical Social Support

The Cuesb’s metropolitan dimension is a key development for residents across the Barcelona region. It ensures that vulnerable individuals and families in 26 localities receive immediate assistance during crises.

This collaborative model helps smaller municipalities access specialised services they might otherwise lack. The AMB actively promotes such shared service initiatives.

Future of Metropolitan Cooperation

The current collaboration agreement between the AMB and the IMSS is due to expire at the end of the year. Both organisations are actively working on drafting a new convenio, or agreement, to continue and potentially enhance these vital services.

This ongoing commitment underscores Barcelona’s dedication to robust social safety nets for its wider metropolitan population. It reflects a strategic approach to urban governance and community welfare.
