Barcelona social housing has exceeded its 2030 target five years early, with over 1,000 protected homes now secured through land transfers to non-profit organisations.
According to La Vanguardia Barcelona, the city has reached 1,054 homes through the ESAL agreement, surpassing the commitment to provide land for 1,000 affordable homes by 2030.
The achievement comes as Barcelona faces mounting pressure on its housing market.

Furthermore, the city continues to experience significant rental price increases across Catalonia, making affordable housing initiatives increasingly crucial for residents.
Barcelona Social Housing Expansion Continues
Currently, 11 developments containing 391 homes are under construction, with several more projects either licensed or in the approval process. The first three phases of the ESAL agreement delivered 611 protected homes across 17 different developments. Additionally, phase four will add 99 more homes currently in the allocation process.
Meanwhile, phases five and six have already identified seven more plots that will accommodate approximately 344 additional homes. Consequently, the city’s social housing stock continues to grow despite market pressures.
Among the upcoming deliveries are 44 affordable rental homes on Sant Martí Street in El Raval and the future Barceloneta Home, featuring 18 renovated apartments on Paseo de Joan de Borbó. Moreover, construction progresses on 36 rental homes on Avenida de Vallcarca, while work has recently begun on 62 cooperative and inclusive homes at Ca l’Ordit in the former Sant Andreu Barracks.
The ESAL agreement deployment forms part of the broader Live Plan, which promotes new tools and collaborations to expand public housing and ensure access to dignified accommodation. Therefore, officials are already working with organisations on a new ESAL agreement planned for 2027 to further increase the city’s housing supply.
