Mayor Jaume Collboni stated that the revenue aims to “result in the positive return that tourist activity must have in Barcelona.” Barcelona is the only location where the tax doubles overnight; other areas in Catalonia will see progressive increases.
Future Tax Increases and Revenue Allocation
The city additionally plans to increase the municipal surcharge by one euro annually. This strategy aims for a total tax of €15 per person per night in top-tier hotels by 2029. Half of the revenue collected from the Generalitat’s portion of the tourist tax in Barcelona will go to the Catalan government. The remaining half, along with all income from the municipal surcharge, will stay within the city.
Barcelona will manage these funds entirely. A concrete example of their use is a plan to climate-control 30 schools by 2026. This initiative, funded by the tax, will benefit 9,684 students across all city districts. The increased tourist tax revenue will therefore directly support local infrastructure and services, enhancing the quality of life for Barcelona residents.
