Political disinterest in Barcelona has reached a new high. A record 43.2% of residents remain undecided about who they will vote for in the municipal elections, still 16 months away. The latest municipal barometer survey highlights a significant challenge for political parties. It reveals a large number of Barcelona undecided voters and suggests a potential for low turnout in 2027.

When combined with the 12.5% of citizens who have already decided to abstain, the figures indicate that more than half of the electorate is currently disengaged. This level of indecision is a sharp increase from previous surveys. In fact, it doubles the 20.4% recorded in early 2024 and rises 14 points above the level seen in the second half of 2023.

Political analysts consulted on the survey results point to several factors driving this voter uncertainty. A primary cause is the lack of confirmed candidates from major parties. Incumbent Mayor Jaume Collboni is seen as the only established figure. Meanwhile, other key parties like Junts, Comuns, and ERC have yet to finalise their leadership choices for the election. This focus is understandable given the early announcement of Mayor Collboni’s 2027 re-election bid, which sets the stage for the upcoming contest.

Experts suggest this uncertainty makes it difficult for voters to form allegiances. In local elections, the candidate’s personality and profile are often more decisive than the party platform. Therefore, with most contenders still unknown, many voters are adopting a ‘wait and see’ approach.

Barcelona Undecided Voters: Why Are So Many Uncertain?

Beyond the candidate issue, analysts note a broader trend of societal frustration with politics. This sentiment is compounded by the perception that municipal governments have limited power to address a key concern for residents: housing. According to political science professor Jesús Palomar, voters are aware that the City Council has little decision-making capacity on major issues, which discourages participation. This perspective is shaped by the ongoing housing crisis and limited municipal power available to local leaders.

“The epicentre of municipal elections is often cleanliness or coexistence,” Palomar noted. He defined local administrations as more like “a city management office” than a body for sweeping political change. Consequently, this focus on administrative issues makes it harder to emotionally engage the electorate compared to national or regional elections, which often feature more polarising, high-stakes debates. Even so, local management failures can sometimes escalate, as seen with the recent political crisis over homeless deaths.

Barcelona Undecided Voters: Implications for the 2027 Election

The high level of indecision could lead to a return to historically lower turnout rates for Barcelona’s municipal elections. The polls in 2015 and 2019 saw unusually high participation, driven by wider political movements and the Catalan independence issue. However, the 2023 election already saw a 5.6-point drop in turnout, and the 2027 contest could continue this downward trend.

This environment could benefit Mayor Collboni, who is known by 83% of the population according to the municipal barometer. With a fragmented opposition and an apathetic electorate, the mayor’s success may depend on his ability to mobilise his core voter base. In addition, political consultant Ferran Fer suggests that in such a scenario, “the candidate who generates more enthusiasm among their own will have a strong chance of prevailing.”
