Barcelona affordable housing receives a significant boost as the city council allocates three municipal plots for 406 new rental apartments.
The landmark decision represents the first open competition for protected housing development in the Catalan capital, attracting substantial private sector interest with 13 applications submitted for the tender.
Furthermore, the successful bidders will receive surface rights for 75 years, extendable to 90, while the city maintains land ownership.

The new Barcelona affordable housing developments will transform underutilised plots in Sants-Montjuïc and Sant Martí districts. Meanwhile, the successful bidders include the Fundació Família i Benestar Social, which will manage one site, and Societat Built 4 Speed, responsible for the other two locations.
Additionally, all apartments will operate under affordable rental schemes with prices capped according to official protected housing regulations. The Barcelona Housing Consortium will handle allocation to registered applicants on the protected housing waiting list, ensuring transparent distribution.
This initiative comes as rental prices have doubled in Barcelona over two decades, creating urgent need for affordable options. The council’s selection criteria prioritised proposals offering social support for future residents, building maintenance services, and comprehensive property management.
Moreover, architectural quality played a crucial role in the decision-making process. Designs were evaluated based on space optimisation, solar orientation, ventilation, and sustainability features, according to official documents from the tender process.
