Emergency mobile alerts will undergo a major test across the Barcelona metropolitan area next Monday, 3rd November.

Civil Protection authorities have announced the region-wide trial of the public warning system that will send test messages to all compatible smartphones at 10:00 hours.

The trial will cover Barcelona and surrounding counties including Barcelonès, Baix Llobregat, Maresme, and both Vallès regions. Consequently, residents in these areas should expect to receive a test message stating: ‘Test alert from Civil Protection of the Government of Catalonia. In a real emergency you would receive instructions to protect yourself.’

Emergency Mobile Alerts System Explained

The Catalan Government’s Civil Protection director, Marta Cassany, emphasised that these tests serve multiple purposes. Furthermore, they help familiarise the public with the system while ensuring technical reliability. ‘These actions help disseminate the tool among citizens,’ she explained during the test presentation. ‘They allow people to become familiar with the system and give us confidence that when we need to send a real emergency alert, the system will be effective and efficient.’

Meanwhile, the mass notification system will only activate during genuine emergencies requiring public instructions. These could include confinement orders during chemical accidents or flood warnings, among other critical situations. Therefore, understanding how the system works becomes crucial for public safety.

All compatible mobile devices within an emergency zone should receive both an audible alert and text message, even if phones are on silent mode or have notifications disabled. However, certain factors might prevent reception, making device compatibility checks essential before Monday’s test.

To guarantee your mobile can receive emergency alerts, several technical aspects require verification. Modern smartphones (Android 11 or higher, or iOS 15.6+) typically have emergency notifications enabled by default. Nevertheless, manually disabled settings or older devices (Android 8 or earlier) might not receive messages.

For Android users, navigate to Settings, access ‘Safety and Emergency’ sections (wording varies by model), and ensure crisis alerts remain active with location permissions granted. Apple device users should check Settings > Notifications, scrolling to verify ‘Civil Protection Pre-alerts’ under ‘ES-ALERT’ appear enabled and green.

This emergency system test follows other recent public safety initiatives across the region. Additionally, residents should note that Civil Protection has published manufacturer-specific guidance for Android brands including Samsung, Xiaomi, and Huawei to assist with proper emergency alert configuration.

Following the test, an evaluation survey will activate allowing citizens to report reception success or difficulties. This comprehensive approach ensures the emergency mobile alerts system operates optimally when genuine emergencies occur across Barcelona and its surrounding communities.
