Barcelona public housing is expanding rapidly under the city’s ambitious Pla Viure strategy.

The plan has already delivered 1,000 new protected homes since June 2023, with thousands more in development across the city’s districts.

Barcelona Public Housing Strategy Targets 15,000 Homes

The municipal plan aims to reach 15,000 public housing units by 2027, ensuring at least 1,000 new protected flats annually. This represents a significant acceleration in municipal construction efforts. The strategy operates under three main pillars: universal access to housing, improving existing stock through sustainable renovation, and addressing social vulnerability through targeted support.

Furthermore, the plan introduces innovative mechanisms to streamline development. These include increased inter-administrative collaboration, simplified processes, and a broader vision for where and how new developments are promoted. The city is also embracing industrialised construction methods to reduce costs and accelerate timelines.

Access to this growing housing stock is managed through a centralised Registry of Applicants, designed to ensure transparency and fair distribution. According to official documents from La Vanguardia, the registry prevents duplicate applications and establishes clear priority criteria based on economic situation, family composition, and social vulnerability.

Modern Developments and Future Projects

The new Barcelona public housing developments feature modern architectural designs and high energy efficiency standards. Recent completions include the Illa Glòries complex, the city’s largest public housing promotion with 51 homes, and projects in Bon Pastor and Sant Andreu specifically for young people.

Looking ahead, the city has nearly 5,000 flats in various construction phases. The Acer 10 development in Marina del Prat Vermell, the second-largest project with 234 homes, is scheduled for handover in the first half of 2026. Additionally, urban redevelopment in La Sagrera will pave the way for 2,089 new units, while an agreement with Incasòl will enable 1,700 more on municipal land.

This expansion of Barcelona public housing comes alongside other regional economic initiatives, such as the broader €6 billion investment strategy to boost industrial growth in Catalonia by 2030. Together, these efforts aim to create a more balanced and sustainable urban environment for all residents.
