Barcelona bus restrictions have triggered a major confrontation between tourism operators and city officials.
Tourist bus companies are mounting fierce opposition to Mayor Jaume Collboni’s new Zona Bus 4.0 plan that would significantly limit coach access to the city centre.

The industry has labelled the measures “unjust,” “unrealistic,” and “impoverishing” during a heated sector meeting this week.
Barcelona Bus Restrictions Face Industry Revolt
Tourism professionals expressed their frustration directly to city representatives at the fifth annual sector meeting organised by employer federation FECAV. Furthermore, they argued that the restrictions would create traffic problems that previously didn’t exist. The new system would eliminate central stops, limit parking times, and require advance reservations to prevent vehicle and tourist accumulation.
Miquel Àngel Díez, vice-president of the Professional Association of Tourist Guides of Catalonia, stated: “The sector is suffering and things are getting worse; but we still hope it can be drastically reformulated.” He additionally highlighted concerns about unfair competition, suggesting the measures would drive tourists toward the city-owned tourist bus service.
Meanwhile, municipal mobility services director Lídia Torres defended the plan, insisting: “The city is finite and needs order, and the model we had until now no longer works.” She emphasised that the changes aim to benefit both residents and tourists by reducing congestion and unnecessary circling.
The confrontation comes as Barcelona continues grappling with tourism management challenges. Consequently, the city faces the delicate balance between welcoming visitors and maintaining quality of life for residents. The tourism sector’s resistance highlights the ongoing tension between economic interests and urban planning priorities.
Industry representatives warned that the restrictions would ultimately require modification, suggesting the current approach won’t deliver positive results. However, municipal officials remained firm, stating the sector “will have to get used to the new model” for sustainable urban development.
