The Catalan Government has approved an extraordinary fund of €22 million to reinforce the finances of municipalities and county councils across the region. The decision was formalised during Tuesday’s meeting of the Consell Executiu.

President Salvador Illa, alongside Presidency Minister Albert Dalmau and the Secretary of Local Governments, Xavier Amor, announced the initiative at the Palau de la Generalitat. The new fund will be added to the existing Local Cooperation Fund, bringing the total to €168 million – an increase of 13.6% compared with 2023.
Distribution of the funds will see municipalities receive €13.4 million, county councils and the Conselh Generau d’Aran €8.9 million, and the Metropolitan Area of Barcelona around €402,000. The support will be allocated according to population size, with smaller municipalities receiving proportionally more funding.
Amor stressed that the money is unconditional and intended to support the daily running of local administrations, not tied to specific projects. He also highlighted the importance of county councils, describing them as “structures that coordinate and solve many of the challenges facing small towns”.
The measure responds to requests from both the Catalan Association of Municipalities (ACM) and the Federation of Municipalities of Catalonia (FMC), who have urged the government to bolster local resources. Both organisations welcomed the announcement, though also called for longer-term stability in funding.
