The government relies on alerts from town councils, courts, or property administrators. For instance, unpaid taxes may trigger an investigation. Subsequently, the Directorate General of Heritage traces living relatives.

Catalan law permits inheritance by relatives up to the fourth degree. This includes first cousins and great-uncles. Jonatan Ferreras, Director General of Heritage, confirmed the policy. Therefore, the Generalitat publishes details in official bulletins.

Unclaimed Assets Fuelling Social Projects

If no heirs appear, the Generalitat repurposes assets for public good. For example, 78 properties have become social housing since 2017. This aligns with municipal strategies, like Barcelona’s pre-emption ordinance for public housing.

Meanwhile, unsuitable assets are sold at auction. Proceeds fund welfare, social, or cultural initiatives. An Inheritance Board oversees distribution, prioritising local projects. Since 1984, this policy has raised €44 million for social causes.

From Cannelloni Factories to Hotels

The portfolio includes diverse properties, such as apartments and rural land. One notable case involves a cannelloni factory in Ripollet. After the owner died at 98, the designated beneficiary declined. Therefore, the Generalitat auctioned it with employment conditions.

Currently, the real estate portfolio holds 259 properties. The list of 771 cases is published online. This transparency aids the search for living relatives.
