The Catalan parliament has instructed the Government to take steps to exclude the State of Israel from cultural and sporting events in Catalonia and internationally whilst serious violations of human rights and international law persist in Palestine. The proposal from the Comuns passed on Thursday during the General Policy Debate with votes in favour from PSC-Units, ERC, Comuns and CUP. PP, Vox and Aliança Catalana voted against, whilst Junts abstained.

Additionally, the Catalan parliament condemned what it called the genocide that the State of Israel is perpetrating in Gaza. This was proposed by PSC, ERC, Comuns and CUP with different wordings, in which they also showed support for the Global Sumud Flotilla civilian mission. They condemned the Israeli army’s detention of its members in international waters.
However, a PP proposal demanding Hamas release all hostages and end the hostilities initiated by the terrorists didn’t prosper. The Catalan chamber also rejected a PP proposal supporting the Gaza peace plan backed by the United States, which also has the support of Spain’s President Pedro Sánchez.
The vote marks a significant political stance from Catalonia on the ongoing conflict in the Middle East. It reflects growing pressure on cultural and sporting organisations to take positions on international human rights issues. Barcelona has previously seen protests and debates over sporting events involving Israeli teams.
The decision could affect future events planned in Catalonia that involve Israeli participants. Cultural festivals, sporting competitions and international conferences may now face scrutiny if they include Israeli representation. Nevertheless, the practical implementation of such exclusions will likely prove complex, given international sporting federation rules and cultural exchange agreements.
