Catalonia’s government plans to reactivate a grant programme in 2026, offering €500 monthly to young people preparing for high-level civil service examinations. This initiative aims to attract new talent to the public sector and address an impending wave of retirements.

The Generalitat de Catalunya confirmed this scheme, which provides financial support for up to 12 months. It targets qualified candidates under 30 who are studying for the demanding exams, known as oposiciones, required to enter the superior administration body (A1 level) – the highest tier of the Spanish civil service.

Securing a Generational Shift

A significant number of civil servants are expected to retire from the Catalan administration in the coming years. This exodus is the primary driver for the programme, as government officials worry it could compromise public service continuity and quality without proactive management.

Offering financial support aims to lower the barrier for public sector careers. Intensive oposiciones study often prevents part-time work, making it challenging for those without external financial backing. Consequently, this grant will ensure a steady stream of young, highly qualified professionals enter the system, bringing fresh skills and perspectives.

Reinforcing public services has been a recurring theme in Catalonia, highlighted by recent industrial action. Last year, a mass strike by doctors and teachers protested working conditions and resource shortages, underscoring pressure on the region’s essential services.

Eligibility and Conditions

According to a report by Metrópoli Abierta, specific grant criteria apply. Applicants must be under 30, hold Spanish or EU nationality, and possess the required university degree for the A1 administrative body. They also need a strong academic record, with a minimum average grade of 7 out of 10.

Furthermore, candidates must demonstrate C1 Catalan language proficiency. Additional conditions state that applicants cannot work more than 20 hours weekly or receive other similar public or private scholarships. Individuals previously receiving this aid for over three years are also ineligible.

The Application Process

This announcement confirms earlier indications that Catalonia would offer a €500 youth civil service grant. Aspiring civil servants must submit applications electronically via the official ‘Tràmits gencat’ portal once the 2026 call formally opens. The government stated that new programme guidelines will be approved and published soon.

The Generalitat manages many public aid schemes through its online portals, which have processed diverse applications, from business support to housing aid, including rent aid claims for landlords.

The grant will be paid monthly for a maximum of one year or until the candidate completes the final examination tests, whichever occurs first. This structure provides consistent support during the most intense study period, helping to level the playing field for talented young graduates hoping to serve the public.
