Catalonia flood prevention efforts have taken a significant step forward with a comprehensive new plan targeting the flood-ravaged Montsià region.

The area, battered by catastrophic flooding in 2018, 2021, 2023 and again this year, will benefit from a five-year strategy backed by the regional government.
The Department of Territory has approved an initial €37.5 million budget for 25 specific interventions across 18 ravines in ten municipalities. These measures aim to address the devastating impact of torrential rains that transform into destructive water surges through the region’s extensive network of ravines.

In the most extreme cases, the plan includes compulsory purchase of 20-30 homes built directly in ravine beds decades ago. Alcanar, one of the worst-affected municipalities, will lead this difficult process. The affected residents would become Catalonia’s first officially recognised climate displacees. They would be relocated to alternative housing and compensated by authorities. Experts from multiple institutions including the UPC, UB, Civil Protection and the Catalan Water Agency contributed to the technical memorandum. They warn that individual flood protection measures, such as residents building walls around their properties, have collectively worsened flooding impacts.
The plan also includes innovative solutions like novel flood gates researched by the Flumen Institute and flexible steel mesh barriers that allow water passage while trapping sediments. Furthermore, safe evacuation routes will be clearly marked in public spaces to enhance resident and tourist safety during sudden flooding events.
According to detailed reporting from La Vanguardia, the technical working group established in 2024 has evaluated potential interventions based on effectiveness, cost, social impact and implementation time.
