Government Prison Training Receives Major Investment

The initiative is part of an agreement between the Servei d’Ocupació de Catalunya (SOC) and the Centre d’Iniciatives per a la Reinserció (CIRE). This collaboration aims to help those serving time gain valuable skills and improve their chances upon release.

According to a statement from the Department of Justice and Democratic Quality, the agreement includes a specific grant system for the first time. Those participating in training will receive €11 per day to encourage them to focus on professional development. This will hopefully mean they do not have to choose between training and taking part in industrial production workshops.

Daniel Ortiz, director of CIRE, spoke positively about the convention’s results. He said the subsidy for professional training aimed at inmates has been an “important stimulus”. He is also pleased that it will renewed for 2026. It’s positive because it reinforces training, and it also allows revaluing the FOI. The FOI is the working method for the social and labour reintegration of people deprived of their liberty.

Francesc Castellana, director of the SOC, stated that this agreement “has marked a before and after in professional training for people deprived of their liberty”. It is expected this injection of funds will lead to major changes.

Of the total investment, €514,000 has been allocated to the grant system, supporting a total of 120 subsidised training modules. These grants are transferred to each beneficiary monthly, but a minimum attendance of 75% is required to obtain certification.

Aims of the Government Prison Training Initiative

The initiative aims to improve the professional skills of inmates and facilitate their reintegration into society. It focuses primarily on unemployed and vulnerable individuals within the centres. However, up to 30% of the grants can be allocated to inmates already working inside the facilities.
