The ambitious four-year plan represents what Illa described as “the most significant sports initiative in Catalonia over the past two decades” during an announcement at Esplugues de Llobregat’s Les Moreres sports complex.
Catalan Sports Facilities Transformation Timeline
The comprehensive programme will run from 2025 through 2029, targeting municipal sports facilities across the region. Furthermore, direct subsidies will be available to local councils for renovating sports equipment and infrastructure. Consequently, this initiative aims to ensure all residents have access to quality sports facilities regardless of their location or economic circumstances.

Illa emphasised that “investing in sport always pays off” and positioned sports policy as a national priority. He highlighted that 75% of Catalans participate in some form of sporting activity, with over 1.1 million registered athletes combining federated and school sports. Additionally, the president stressed how sport promotes coexistence among people of different ages, backgrounds and languages.
The funding announcement follows similar regeneration projects across the Barcelona metropolitan area. Sports councillor Berni Álvarez acknowledged that many facilities show significant degradation, creating a historical burden for municipalities. He described the new programme as addressing “a historical debt with town councils.”
According to official documents, the programme will execute three main actions. First, technical assessments will be conducted at over 700 public facilities, identifying 8,900 potential improvement actions proposed by municipalities. Second, an initial emergency plan will address urgent needs. Finally, the Sports Infrastructure Master Plan for Catalonia will be updated.
Eduard Sanz, mayor of Esplugues and event host, highlighted the collaborative relationship between local and regional government. He also emphasised sport’s role in social transformation, inclusion, equality and health. The application process for municipal subsidies will open in coming days following executive council approval of the multi-year funding announced last July.
This substantial investment in Catalan sports facilities demonstrates the regional government’s commitment to both grassroots sport and major sporting events. The programme promises to significantly upgrade community infrastructure while supporting Catalonia’s broader sporting ambitions.
