Catalonia continues to lag behind most Spanish regions in social spending despite increases since the pandemic. A new report from the State Association of Directors and Managers of Social Services, released on 8/9/2025, shows the Generalitat boosted budgets by 14.9% between 2019 and 2024, ten points below the national average.

Madrid and Murcia performed only marginally better, with increases of 15% and 16.4% respectively. In per capita terms, Catalonia raised spending by €383, the second lowest figure nationwide, and just one euro ahead of Madrid. The Spanish average sits at around €660 per resident.

The report criticises a disconnect between headline budget growth and allocations for healthcare, education and social services, noting that post-Covid recovery has not been matched by proportional reinvestment in core welfare areas. The association warns that underinvestment risks deepening inequality, particularly at a time of rising housing costs and increased demand for community support.

Why it matters: Catalonia prides itself on its welfare commitments, yet persistent underfunding compared to other regions may erode that reputation. With elections approaching and social needs mounting, pressure is growing on the government to align rhetoric with resources.
