Digital Transformation Partnership Strengthens European Ties
Catalonia’s Minister of the Presidency, Albert Dalmau, travelled to Estonia this week accompanied by the Government’s delegate to the Nordic and Baltic Countries, Montserrat Riba, and the Secretary of Telecommunications and Digital Transformation, Albert Tort. Their mission focused on strengthening institutional links in digital transformation and administrative modernisation with a country renowned for its agile, proactive and people-centred administration.

During meetings on Monday, Dalmau and Estonian Minister of Justice and Digital Affairs, Liisa-Ly Pakosta, agreed to weave an alliance between governments to drive long-term cooperation. Dalmau emphasised that “we must learn from the best, and today Estonia is a European reference in digitalisation of public services because they have conceived them from the outset with a fully digital vision.”
Meanwhile, Pakosta highlighted that Catalonia and Estonia share “similar experiences in the digital sphere and the same objective of offering citizens the best possible service.” Consequently, she described this partnership as the perfect path for cooperation between the two forward-thinking administrations.
Knowledge Exchange and Cybersecurity Collaboration
The digital transformation partnership will facilitate extensive knowledge sharing across multiple domains. Both regions will exchange technical and legal knowledge while analysing proactive public services already functioning in Estonia, which will serve as references for Catalan strategy.
Furthermore, the administrations will reinforce collaboration between the Cybersecurity Agency of Catalonia and its Estonian counterpart. Additionally, they will work jointly on positioning before the European Commission regarding the future European digital identity framework.
The Catalan delegation conducted working visits with several key digital transformation institutions including the e-Governance Academy, which advises different governments on digital transformation and cybersecurity. They also met with the Information System Authority (RIA), the public agency responsible for developing services like electronic authentication, and the e-Estonia Briefing Centre, a space dedicated to disseminating the Estonian digital model.
On Tuesday, the delegation planned to meet with Tallinn City Council’s digitalisation director, Martin Männil, to explore potential collaborations in the smart cities sphere. The Catalan representatives also met with Spanish Embassy representatives in Tallin to share impressions about institutional cooperation and Estonia’s role as a European digital model.
This digital transformation partnership represents a strategic move for Catalonia to accelerate its public service modernisation by learning from one of Europe’s most digitally advanced nations. The collaboration promises to deliver more efficient, citizen-focused digital services while strengthening Catalonia’s position in European digital innovation networks.
