Catalonia is coming out ahead with Spain’s new housing plan, according to Generalitat sources. Housing Minister Isabel Rodríguez presented the 2026-2030 plan to regional governments on Thursday in a sectoral conference.

The proposed budget increase from the ministry will help us boost the Generalitat’s budget in this area, sources told Europa Press. Meanwhile, Housing Secretary Lídia Guillén attended the meeting because Minister Sílvia Paneque had a parliamentary session.
The Catalan administration thinks the plan goes in a very good direction and aligns with the housing policies launched by Salvador Illa’s government.
Government sources confirmed Thursday’s meeting showed the possibility of reaching an agreement between central government and regions. The plan will triple public housing funds to 7 billion euros.
However, the Housing Ministry explained that Catalonia’s percentage increase is smaller than other territories. This is because Catalonia was the only region that already contributed over 40% of its own resources in the previous call. The projection assumes regional contributions at 40%.
Still, the Generalitat believes the proposal helps them support two key areas. First, helping the most vulnerable families. Second, making a leap forward in building or acquiring affordable housing for middle classes and young people.
