Catalunya’s president wants to build 210,000 new homes across the region, with 40-50% earmarked as social housing. Salvador Illa proposed the ambitious plan during Tuesday’s General Policy Debate in the Catalan Parliament.

The government wants to unlock all available urban planning proposals immediately to hit this target. Meanwhile, Illa said they’ll push public-private partnerships and work with the third sector to make the plan happen.
The proposal aims to industrialise construction, cut planning timeframes and improve energy efficiency through circular economy principles. This sits alongside Catalunya’s existing programme to build 50,000 public homes by 2030, which Illa announced during last year’s debate.
However, the president also revealed record investment of 3 billion euros in Catalunya for 2025, with plans to beat that figure in 2026. The housing announcement comes as tension continues between Illa’s government and its parliamentary partners.
