This densely populated and economically vulnerable area in the Maresme capital will benefit from a comprehensive €25 million regeneration strategy. The city successfully secured a grant from the Generalitat de Catalunya. Catalonia’s worsening housing crisis provides crucial context for this intervention.
This initiative, known as the ‘Cerdanyola Viva’ plan, receives equal funding from the regional government and the municipality. Specifically, the Generalitat awarded €12.5 million through its Pla de Barris i Viles 2025-2029. Mataró City Council matched this with €12.5 million. Furthermore, an additional €1.1 million came from the Ministry of Finance’s Local Integrated Development Strategy (EDIL).

Cerdanyola Regeneration Plan Addresses Deep-Rooted Inequalities
The investment targets a neighbourhood facing significant social and urban challenges. For instance, Cerdanyola is home to 31,070 residents. This accounts for 24% of Mataró’s total population. Moreover, it stands as the city’s most densely populated district with over 21,600 inhabitants per square kilometre. Catalonia’s worsening housing crisis.
Economic indicators highlight the urgency of the intervention. The average annual per capita income in Cerdanyola is €10,669. This figure is 22% lower than the city average and 31% below the Catalan average. Additionally, over half the population (50.43%) is economically inactive. More than a quarter have only completed basic education.
Strategic Projects: Community and Education Focus
The Cerdanyola regeneration plan combines physical urban improvements with social support. A flagship project is the creation of ‘Espai Vida’, a new community facility intended to serve as a neighbourhood hub. This initiative includes enhancing existing green spaces. It also launches services focused on social support, care, and the local economy.
Education infrastructure is also a priority. The plan proposes an open educational campus. This involves reorganising the Institut Miquel Biada library. It also transforms the Institut Escola Mar Mediterrània gymnasium into a community sports centre. Efficient climate control systems will also be installed in four educational facilities.
Housing Renewal and Greener Mobility in Cerdanyola
With 60% of Cerdanyola’s housing stock built before 1980, rehabilitation is a key component. The project includes specific aid to help property owners improve safety, energy efficiency, and comfort. Therefore, a dedicated office will assist residents in navigating current regulations.
“The project will contribute to keeping the city’s housing stock alive,” stated Mayor David Bote regarding the focus on residential upgrades.
Visually, the neighbourhood will change significantly. The development of the ‘Balcó de Ponent’ aims to renaturalise urban spaces and improve streetscapes. It will introduce sustainable furniture made from recovered textiles to promote the circular economy. Meanwhile, mobility improvements include a new underground car park at Mas Miralles to clear street-level congestion. A green roundabout will also feature a segregated bicycle lane.
The City Council has a five-year window to execute the initial phases. Priority will go to projects offering the highest immediate impact and technical viability.
