Citroën Island Redevelopment: Green Light for Urban Renewal
During a plenary session on Friday, the council voted to modify the Metropolitan General Plan (MPGM). This decision effectively clears the path for the redevelopment. The motion passed with support from the PSC, Junts, and Vox. Meanwhile, BComú voted against the proposal and the PP abstained. The city previously addressed similar concerns when another major urban transformation project in Barcelona.
Raquel Gil, the councillor for Sants-Montjuïc, described the initiative as a defining moment for the area. “The transformation of the Citroën Island is a great opportunity for the neighbourhood and for the city,” she told the plenary. “It is a project to guarantee the right of Barcelona residents to stay in their neighbourhoods, with more public housing, more facilities, and more green areas.”
Citroën Island Redevelopment: From Factory to Green Lung
The redevelopment covers an area of approximately 35,500 square metres. It incorporates the 19,000 square metre Stellantis España SL facility alongside surrounding public land. Under an agreement signed by Mayor Jaume Collboni’s government, the automotive giant will cede land for public use. Furthermore, Stellantis will bear the costs of urbanisation.
The centrepiece of the project is a new 14,500-square-metre park. This green space represents nearly 60% of the ceded land. Therefore, it will serve as a vital connector between the Rambla de Badal, Riera Blanca, and the Rambla dels Jardins de Sants.
Citroën Island Redevelopment: New Housing and Facilities
Addressing the city’s housing needs, the plan outlines the construction of 214 new homes flanking the future park:
- Public Housing: 104 homes designated for public rental will be built on the Rambla Badal side (7,290 m² of roof area).
- Private Development: 110 private homes are planned for the Riera Blanca side, bordering L’Hospitalet, featuring underground parking.
The ground floors of these residential blocks will host 1,800 square metres of commercial space. This space is designed to enliven the street level, with direct pedestrian passages into the park.
The local community will also see improvements to educational infrastructure. For example, the Cavall Bernat public primary school is set to gain over 1,000 square metres for expansion. Additionally, a new 50-space public car park will be constructed beneath a new community facility. Vehicle access will be tucked away via Riera Blanca to prioritise pedestrian safety in the park.
Citroën Island Redevelopment: Next Steps and Timeline
While the council’s approval is a critical milestone, the project still requires final ratification. This must come from the Generalitat’s Urban Planning Subcommittee, expected in the second half of 2026. Once definitive approval is granted, the private developer will have a four-year window to execute the housing build.
If the schedule holds, redevelopment works on the site are slated to begin in 2028. This will mark the end of the site’s industrial era. In conclusion, it will begin its new life as a residential and green hub for Sants.
