A routine traffic stop in Tarragona escalated dramatically late last month when police discovered a 23-year-old driver committing a litany of serious offences, including driving under the influence of drugs without a licence, valid vehicle inspection, or insurance.

The incident occurred at approximately 8:30 PM on Wednesday, 25 February, when officers from the Guàrdia Urbana de Tarragona observed a vehicle committing a traffic infraction on Calle Francolí in the city. Upon pulling the driver over for what began as a minor violation, the situation quickly unravelled as officers requested his documentation.
According to a report by El Caso, the young man was unable to produce a driving licence, and further checks revealed the vehicle he was driving had an expired roadworthiness certificate, known as the ITV (Inspección Técnica de Vehículos), and was not covered by the mandatory third-party vehicle insurance.
Catalogue of Offences
Each of these violations carries significant penalties under Spanish law. Driving without a licence is a criminal offence, while failing to have a valid ITV certificate or mandatory insurance can result in substantial fines and the vehicle being impounded. The combination of all three suggested a complete disregard for road safety regulations.
However, the officers’ discoveries did not end there. Suspicions were raised further when they found drugs inside the car. Consequently, a roadside drug test was administered to the driver, which he failed, confirming he was operating the vehicle while under the influence of narcotics.
Driving with the presence of drugs in the body is classified as a very serious infraction by Spain’s Dirección General de Tráfico (DGT), carrying a fine of €1,000 and the deduction of six points from a licence. Depending on the level of impairment, it can also lead to criminal charges with potential prison sentences of three to six months.
A Worrying Trend on Catalan Roads
In response to the multiple infractions, the Guàrdia Urbana seized the vehicle and had it transported to the municipal depot. The driver, whose nationality has not been disclosed, was formally reported for the various administrative and criminal offences. Despite the severity of the situation, he was not detained at the scene.
This case highlights what some see as a growing problem of reckless driving on the roads of Catalonia. In fact, it is not an isolated incident. Just a few weeks prior, a similar case was reported in Empuriabrava, where a man was caught driving drunk and uninsured after having already lost all the points on his licence. In another instance in Horta de Sant Joan, a driver was caught on two separate occasions driving drunk and without a licence.
These events mirror other recent cases in the region. For example, a motorcyclist was arrested in Barcelona’s Eixample district with a fake licence and a significant quantity of cocaine. Also, another driver was caught driving drunk in Santa Coloma with an open beer in his hand. The flagrant violation of multiple laws in each case underscores the significant danger these individuals pose to public safety.
Authorities continue to stress the importance of compliance with all traffic laws, from carrying correct documentation to abstaining from drink or drugs before getting behind the wheel. They are working to prevent the potentially tragic consequences of such reckless behaviour.
