Emergency alert testing will reach millions of Barcelona residents and visitors on Monday, November 3rd, as Catalonia’s Civil Protection service conducts a major system trial.

The test message will target mobile phones across Barcelona and surrounding regions at 10:00 AM, reaching approximately five million people throughout the metropolitan area.
Emergency Alert Test Details And Coverage Area
The Civil Protection alert will extend beyond Barcelona city to include the entire Barcelonès county. Furthermore, residents in Baix Llobregat, Maresme, Vallès Occidental and Vallès Oriental will also receive the test message. The system aims to ensure public safety communications function effectively during genuine emergencies.

According to official sources, the message will appear in three languages: Catalan, Spanish and English. It will read: “Test alert from Civil Protection of the Government of Catalonia. In a real emergency you would receive instructions to protect yourself.”
The alert will feature a distinctive, strident sound different from normal phone notifications. Consequently, authorities emphasise that recipients should not call emergency services. Instead, they should simply read the text and press the on-screen button to silence the alert.
System Improvements Following Previous Issues
This emergency alert test follows technical problems detected during warnings issued on July 12th this year. During that incident, some mobile networks failed to deliver alerts about an approaching storm. The November test aims to verify system improvements and reliability.
Marta Cassany, Director General of Civil Protection, explains these tests help familiarise citizens with the system. “The mobile alert system tests help us greatly to disseminate the tool among citizens,” she stated. “They help people get to know the system and become familiar with the message.”
Additionally, the tests allow technicians to verify everything functions correctly. They provide assurance that during real emergencies, the system will prove effective and efficient. This approach mirrors recent emergency preparedness exercises conducted elsewhere in Catalonia.
Following the alert, some recipients will receive a completely anonymous survey. The questionnaire will ask whether they received the message, in which language, and with which telephone company they have their contract. This data helps authorities identify any remaining network coverage gaps.
For those wishing to avoid the test, placing phones in airplane mode or turning them off should prevent reception. However, authorities note that some phone models may still play the alert regardless. The emergency alert testing represents ongoing efforts to strengthen public safety communications throughout Catalonia.
