Barcelona is poised to discover whether it will be crowned the first-ever European Capital of Small Retail 2026. The decision, set to be announced this Wednesday, 28 January, in Brussels, marks the culmination of a years-long campaign championed by the Catalan capital.
The city is one of three finalists in the category for municipalities with over 250,000 inhabitants. Therefore, Barcelona faces competition from fellow Spanish city Zaragoza and the Dutch city of Utrecht. The European Commission is responsible for selecting the winner, which will be the first to hold this newly created title.

A €3 Million Boost for Local Commerce
The stakes are significant for the winning city. Consequently, the designated capital will receive a budget of three million euros from the European Union. These funds are earmarked for a year-long programme of informative, educational, and outreach activities designed to champion local retail and highlight its critical economic and social role.
Proposed activities include conferences on consumer trends, urban commercial space management, and innovation in city planning. In addition, sustainability and energy efficiency within the retail sector will also be key themes. The programme is set to begin in February 2026, organised by the winning city in collaboration with local associations and a dedicated technical office. This focus aligns with other recent city council decisions on commercial infrastructure.
The European Capital of Small Retail 2026 Decision Process
The final stage of the selection process takes place in Belgium this Wednesday. Proceedings are scheduled to begin at 14:00 CET. Representatives from the finalist cities will present their candidacies directly to the jury. The final verdict is expected later in the evening.
Barcelona’s delegation includes representatives from major commercial entities such as Barcelona Oberta, Comertia, and the Council of Guilds of Commerce, Services and Tourism of Catalonia. They are joined by Raquel Gil, Deputy Mayor for Economic Promotion, and Nadia Quevedo, the Commissioner for Commerce and Restoration.
A Barcelona-Born Initiative
For Barcelona, winning the title would hold special significance. The initiative itself originated in the city. In 2022, the Barcelona Commerce Foundation (Fundació Barcelona Comerç) presented the proposal to the European Parliament to establish a ‘European Capital of Small Retail’ (often referred to locally as Neighbourhood Commerce).
The aim was to create a recognition mechanism similar to the European Capital of Culture, but focused on the vital role of proximity commerce in urban life. The proposal garnered immediate support from the Barcelona City Council and the Generalitat de Catalunya. It eventually evolved into the official EU competition concluding this week.
The retail sector is a cornerstone of Barcelona’s economy. It accounts for 13.2% of the city’s GDP and generates over 152,000 jobs. Meanwhile, the bid has united a broad spectrum of political and economic actors. Support comes from Foment Comerç, PIMEC, the Barcelona Metropolitan Area (AMB), and municipal political groups across the spectrum.
