Officials from the Generalitat and L’Hospitalet City Council have ruled out any stoppage to the ongoing works at the Gran Via venue. Therefore, they intend to appeal the decision or promptly correct the administrative error. Consequently, the project remains on track for its 2028 deadline. This administrative issue coincides with other significant urban policies, such as L’Hospitalet’s recent hotel moratorium.

A ‘formal defect’ in the Fira de Barcelona expansion plan paperwork

The Administrative Chamber of the TSJC upheld an appeal based on a specific “formal defect”. The judges found the planning file failed to include legally required documentation. This omission rendered the approval invalid.

Specifically, the dossier lacked maps regarding the hydraulic network and natural risk areas. It also omitted diagrams for atmospheric pollution vulnerability and the communications system. The court ruled that this absence meant the Fira de Barcelona expansion plan was “not in accordance with the law”.

However, the judges rejected all substantive arguments against the project itself. They dismissed claims that the expansion was arbitrary or lacked economic motivation. The annulment rests solely on the missing technical diagrams rather than the project’s viability.

‘Zero concern’ for the Fira de Barcelona expansion plan timeline

Fira 2000, the public company managing the project, remains confident. Albert Civit, director of Fira 2000, stated the organisation has “zero concern” regarding the legal setback. The dispute highlights the complexities of large-scale public works. It echoes the recent debate over infrastructure management for other key regional assets.

Civit explained that the defect acts as a procedural hurdle rather than a blockade. The administration can remedy the situation through a cassation appeal. Alternatively, they can re-approve the planning documents with the correct maps included. “This process would not have an effect on the works,” he confirmed.

Preparing the Fira de Barcelona expansion plan for 2028

The expansion involves adding 40,000 square metres of exhibition space to the Gran Via venue. This increases the total capacity from 260,000 to 300,000 square metres. Therefore, Barcelona can compete with major European trade fair hubs like Munich and Milan.

The project includes a new building dubbed ‘Hall Zero’ and a 2,200-metre walkway. This ambitious construction aligns with Barcelona’s status as the 2026 World Capital of Architecture. The infrastructure is designed to host major international events. These include the Mobile World Congress (MWC) and Integrated Systems Europe (ISE) by the first quarter of 2028.

According to El Periódico, the ruling is not yet final. This gives authorities time to correct the administrative file. Meanwhile, cranes continue to operate at Plaza Europa.
