Barcelona City Council has unveiled the definitive urban planning project for the Fòrum marine platform. This marks the final phase of the city’s coastal front transformation. The Fòrum marine platform transformation will convert the 12.7-hectare concrete expanse into a greener, multifunctional space. Consequently, it will host major cultural events alongside community sports.

Mayor Jaume Collboni and First Deputy Mayor Laia Bonet presented the winning proposal, titled ‘Delta Prim’, on Monday. Designed by the consortium of Esteyco and Estudi Martí Franch (EMF), the project envisions a seamless integration of the area where Rambla Prim, the maritime promenade, and the Besòs Badalona corridor converge.

Fòrum marine platform transformation: A Multifunctional ‘Delta’

The core objective of the redevelopment is to create a versatile public space. Therefore, it will serve both local residents and the city’s international agenda. The platform will remain the home of large-scale festivals, such as Primavera Sound. Meanwhile, it will also offer intimate spaces for smaller civic and cultural activities.

A significant addition to the site will be the new municipal football field for Poblenou-Agapito Fernández. Beyond sports facilities, the ‘Delta Prim’ design prioritises vegetation, walking routes, and scenic viewpoints. This approach will soften the current harsh industrial aesthetic of the esplanade situated between Llevant beach and the Fòrum park.

Fòrum marine platform transformation: Timeline and Investment

The project represents a significant financial commitment, with an execution budget set at €52 million. However, residents will see changes gradually. The council has outlined an approximate six-year timeline for the complete development of the various zones.

Construction on the marine platform itself is not scheduled to begin immediately. Works will start after the completion of the ongoing redevelopment of the Mar Bella promenade, which is due to finish in spring 2027. This sequencing ensures a coordinated finish to the long-running regeneration of Barcelona’s seafront. Furthermore, it follows another major urban regeneration plan approved by Barcelona City Council.
