Daniel Sirera, president of the Popular Party's municipal group, strongly condemned the situation, directly blaming Mayor Jaume Collboni's administration. "This is how Mayor Collboni cares for Barcelona's heritage, allowing a fountain with almost 200 years of history to degrade into a space for sleeping, defecating, and urinating, accumulating rubbish for days," Sirera stated. He added that the fountain "forms part of our city's living history. Today, however, its state reflects abandonment and neglect." The Pla de la Boqueria fountain, inaugurated on 24 December 1830, stands as a significant piece of Barcelona's history. Constructed from marble and Montjuïc stone, it features a neoclassical design. It has three taps, three mascarons, and a large Barcelona shield adorned with Hercules symbols. Historically, it was installed near one of the medieval city wall gates that opened onto La Rambla, specifically the Pla de la Boqueria gate. While it no longer served as an entrance when the fountain was built, its location made it a vital meeting point for residents. The area, known as Pla de la Boqueria or Pla de l'Os, once bustled with street vendors and performers, reflecting its central role in city life. The fountain measures 3.17 metres high, 2.77 metres wide, and 1.98 metres deep.
Political Outcry Over Public Space Neglect
The Popular Party leader also criticised the city council's recent civility campaign. This campaign aims to inform residents about changes to the public space coexistence ordinance. This ordinance, which began enforcement just weeks ago, seeks to improve urban decorum. Sirera sarcastically suggested dedicating the campaign, titled "Poca Vergonya" (Little Shame), to Mayor Collboni himself. He argued the mayor fails to care for Barcelona as it deserves, pointing to the fountain's condition as evidence. The fountain's current state contrasts sharply with its historical significance. It sits next to the bustling La Boqueria market, a key economic and cultural hub.
A Landmark with Rich and Troubled History
The association Amics de la Rambla (Friends of La Rambla) highlights the fountain's rich past on its website. It recalls its installation into the walls of the former Capuchin convent. The fountain's distinctive helmet, positioned above the Barcelona shield, has frequently suffered from acts of incivility over the years, requiring repeated repairs. Historians Jaume Fabre and Josep M. Huertas recounted a local legend associated with the fountain. It involved a child's severed finger allegedly found in one of its spouts. This macabre tale once caused apprehension about drawing water. Despite such stories and occasional damage, its prime location ensured its enduring role as a community hub and a symbol of the city.

The ongoing degradation of this historic site raises significant questions. It concerns the effectiveness of municipal policies regarding public space management and support for vulnerable populations in Barcelona.
