In Barcelona, Junts has asked Mayor Jaume Collboni not to appeal the annulment of the 2022 planning change for parts of Gràcia. The group says the city should instead draw up a new plan based on consensus.
The request concerns the modification of the General Metropolitan Plan for Gràcia. Approved in 2022, the plan set rules for development in the district, and the annulment means those changes are no longer valid.
Junts says a fresh process would help avoid more legal disputes and give residents and businesses more certainty. The party is calling for broad agreement before any new planning move is made.
Gràcia is one of Barcelona’s districts where planning decisions tend to draw close attention. Its dense streets and strong local identity mean changes to the PGM can affect building heights, land use and public works across the area.
The issue now sits with Collboni’s administration, which must decide whether to continue with the appeal or follow Junts’ request. The outcome will shape the next stage of planning in Gràcia and test how far the city can build political agreement on urban change.
