L’Hospitalet de Llobregat has confirmed a 15 million euro investment to reform its northern neighbourhoods from 2026 onwards. The council will provide 12 million euros, with the Generalitat de Catalunya contributing 3 million, to improve conditions for around 140,000 residents living in two square kilometres.

This vulnerable area, historically known as Samontà, has some of Europe’s highest population densities and shows clear signs of strain. Last Tuesday, 3,000 local residents staged a mass demonstration against insecurity, highlighting the urgent need for intervention.

The investment aims to combat both physical degradation and what officials call ‘neighbourhood despair’ in this part of northern L’Hospitalet. The area requires urgent action to improve living conditions for residents facing serious problems with habitability and public safety.

The municipal plan has secured backing from the Generalitat to carry out essential reforms in a territory that presents grave challenges. Local authorities emphasise the investment will focus on practical improvements that directly address residents’ concerns about their environment and security.

Officials view the project as a necessary response to decades of underinvestment in an area that has struggled with overcrowding and inadequate infrastructure. The 2026 start date reflects the time needed to develop detailed plans and coordinate between the council and regional government.
