Relations between the Guardia Urbana of L’Hospitalet de Llobregat and the city council have once again reached breaking point. Officers have suspended all voluntary overtime shifts in protest against a municipal decree and stalled negotiations over a new collective agreement.

The conflict escalated after the council introduced a measure on 5 September allowing it to alter officers’ work schedules, holidays and rest days ‘whenever necessary to guarantee minimum service levels’. The union SPL-CME, which represents the majority of the force, has taken the decree to court, demanding its suspension.
In response, rank-and-file officers have opted for a pressure tactic: withdrawing overtime work. The move is expected to reduce the operational capacity of the Guardia Urbana significantly, particularly at weekends and during major events when extra shifts are essential.
Tensions between the local police and the administration are longstanding. Past disputes have included demonstrations, stoppages and even legal battles, with officers calling for improved pay and conditions in line with neighbouring municipalities.
As talks continue, the city risks a diminished police presence in the coming weeks, raising concerns over public safety in one of Catalonia’s most densely populated areas.
