Spanish Transport Minister Óscar Puente and Catalan President Salvador Illa met in Barcelona on Thursday morning to discuss the persistent Rodalies train service crisis. This marked their first direct encounter since the railway issues began almost three months ago, following significant accidents and storm damage across Catalonia.

The high-level meeting took place at the Palau de la Generalitat, a historic building in the Gothic Quarter. Sources from both the Ministry of Transport and the Generalitat described the discussions as occurring in “a climate of cordiality and maximum institutional collaboration.” They confirmed that “Illa and Puente addressed the Rodalies situation and reviewed the large number of improvement works underway.”
Additionally, the officials discussed the progress of transferring the R1 line management to the Generalitat, a key demand from Catalan authorities. They also considered necessary actions to mitigate the impact of climate change on the region’s railway network. The Rodalies service, vital for hundreds of thousands of daily commuters in and around Barcelona, continues to experience disruptions, speed limitations, and cancellations.
Ongoing Disruptions and Recovery Efforts
These operational issues stem from an exhaustive system review initiated after a fatal accident in Gelida on the R4 line in January, which tragically killed a trainee driver. Furthermore, severe storms earlier this year significantly damaged several network points across Catalonia, exacerbating the problems. Minister Puente stated last Tuesday in the Senate that he expects a “return to normality” by June. He noted that approximately 100 temporary speed limits remain in place across the network.
Puente anticipates resolving all climate-related speed restrictions by the end of June. He also planned to personally inspect various points of the Catalan railway network on Thursday. This visit aimed to assess the network’s condition firsthand and determine future actions. The ongoing disruptions have caused significant frustration for residents relying on the service for work and daily travel.
New Trains and Service Transfers
The Minister highlighted efforts to reach an agreement with train drivers, which has been crucial for service recovery. This agreement has allowed the full restoration of the R1 route, connecting Barcelona to Maçanet, and the R4 line between Martorell and Sant Sadurní. These routes serve densely populated areas, including the Vallès Occidental and Baix Llobregat regions. However, more than 110 new trains ordered from Alstom have not yet arrived in Catalonia, despite initial commitments. Puente attributed these delays directly to the manufacturer.
He explained, “This government bought trains for Catalonia, Madrid and the rest of Spain from three different factories. The contracts were signed on the same day and some are arriving and others are not.” This statement clarifies that the government places responsibility for the delays on Alstom. The new trains are crucial for modernising the Rodalies fleet and improving service reliability for Barcelona residents and commuters across Catalonia, enhancing capacity and reducing breakdowns.
Future Outlook for Rodalies Service
The meeting between Minister Puente and President Illa signals a renewed commitment to resolving Catalonia’s persistent Rodalies issues. This collaborative approach is essential for improving a service that has faced criticism for years. Residents and daily commuters will closely monitor the network’s progress towards full operational normality. The Generalitat has long advocated for greater control over the Rodalies network, arguing it could improve efficiency and responsiveness to local needs.
Officials expect the ongoing improvement works and the eventual arrival of new rolling stock to significantly enhance the reliability and efficiency of the vital Rodalies train service. This will be a critical step towards rebuilding public trust in Catalonia’s regional rail network.
