According to senior officers, the Traffic Division’s core mission remains ensuring people reach their destinations safely, a goal now supported by sophisticated tools like mandatory vehicle ‘black boxes’ and drone-assisted investigations.

“Our objective is that people arrive at their destination without surprises,” he states. Consequently, teams analyse mobility patterns, study timeframes, and identify risk points across the region’s road network.
Prevention, officers stress, carries more weight than sanctions. “When we stop a driver with a high alcohol rate, we avoid a possible accident,” Parra explains. Sub-inspector Mònica Carafí, head of the Central Accident Investigation Area, adds that their presence focuses on where mobility could generate risk. Furthermore, many interventions address unexpected moments of vulnerability, from breakdowns to animals on the road.
Technology now plays a pivotal role. The mandatory installation of Event Data Recorders (EDRs) in new vehicles provides crucial data after serious incidents. “We increasingly have more elements to know what happened in an accident,” Parra notes. This information strengthens reconstructions and provides technical basis for legal proceedings.
Investigation methods have advanced considerably. Teams now create 2D and 3D models using photogrammetry and deploy drones for comprehensive scene analysis. “Applying scientific rigor allows us to establish facts with precision and design more effective prevention measures,” Parra concludes. This technological shift mirrors broader public security enhancements across Catalonia.
Human Factor Remains Central to Prevention
Despite technological advances, the human element remains central. When an accident causes serious consequences, investigation teams activate immediately. “As at a crime scene, the team collects samples, analyses trajectories, measures distances, reviews damage and reconstructs vehicle and driver behaviour,” Carafí details.
Each case presents technical, legal and human dimensions. “We check every element that can explain the final outcome,” Parra points out. “We don’t work with intuitions, but with data.” The work incorporates moments of extreme delicacy, particularly when communicating fatalities, always done with clarity, empathy and psychological support.
Officers maintain contact with families afterwards, resolving doubts and accompanying them through the process. “We are very aware of the human part because a road accident undoubtedly causes a family disturbance,” Carafí emphasises. This comprehensive approach addresses what officers identify as the root cause of most incidents: human error.
“In 90% of accidents, the human factor intervenes, and they are avoidable,” states the head of the Central Traffic Accident Investigation Area. Their function, therefore, is determining what happened and what causes provoked it. This focus on preventable incidents represents a fundamental shift toward proactive road safety management across Catalonia’s transport network.
